Joel 2:28-29 ⭐ — “I will pour out my Spirit on all people.”
Ve-hayah ʾaḥarei-khen ʾeshpokh ʾet-ruachi ʿal kol-basar, u-nibbʾu beneykhem u-vnoteykhem, ziqneykhem ḥalomot yaḥalomun, baḥureykhem ḥezyonot yirʾu. Ve-gam ʿal-ha-ʿavadim ve-ʿal-ha-shifahot ba-yamim ha-hem ʾeshpokh ʾet-ruachi. — And afterward, I will pour out my Spirit on all flesh. Your sons and daughters will prophesy, your old men will dream dreams, your young men will see visions. Even on my servants, both men and women, I will pour out my Spirit in those days.
The universal Spirit-outpouring: the Φ-level’s active proceeding distributed without the intercession hierarchy that the Mosaic covenant required.
The structural scope:
The Mosaic covenant’s catching program operated through a defined intercession hierarchy: the High Priest (once annually, at the Yom Kippur limit), the Levitical priests (daily institutional mediation), and the prophetic school (intermittent, called individuals). The H₂₄ catching apparatus was activated at scale through these specific structural positions. The JOEL 2:28-29 claim is the abolition of the structural bottleneck: not mediated through the prophetic school or the priestly hierarchy but poured out (ʾeshpokh, a verb of uncontained, forceful outpouring) on kol basar (all flesh — the full H₄₈ human domain without category restriction).
The four explicit categories — sons and daughters (both genders in the same generation), old men and young men (both ends of the age range), male servants and female servants (both ends of the social rank) — together define the four corners of the H₄₈ human domain. The Spirit does not respect gender, age, or social status as constraints on its distribution.
The three modes of reception:
The three receptive modes — prophecy (nibbʾu), dreams (ḥalomot), visions (ḥezyonot) — are the three H₄₈ channels through which H₂₄ catching activity manifests: the waking verbal mode, the sleep mode, and the visionary mode. Together they cover the full range of H₄₈ consciousness states in which Φ-level signal can be received.
The Pentecost identification:
Peter identifies JOEL 2:28-32 as structurally instantiated at Pentecost (ACTS 2:16-21): “This is what was spoken by the prophet Joel.” The identification is the claim that the universal Spirit-outpouring prophesied here has now been initiated in H₄₈ history. The structural program of EZEK 36:26-27 (new heart and new Spirit within) and JER 31:31-34 (New Covenant written on hearts) is the same program as JOEL 2:28-29 viewed from its H₄₂₄ outpouring side rather than its H₂₄ receiving side.
